A PUBLIC HEARING WLL BE HELD ON JULY 9, 2009 AT 7:00P.M. FOR THE PURPOSE OF GATERING PUBLIC COMMENTS FOR THE PROPOSED TOWN CENTER PROJECT CURRENTLY BEFORE THE PLANNING BOARD.

 

THE MEETING WILL BE HELD AT VAIL FARM ELEMENTARY SCHOOL IN UNIONVALE.  ANY BODY NEEDING FURTHER INFORMATION OR DIRECTIONS TO THE SCHOOL, PLEASE CALL THE PLANNING DEPARTMENT AT 452-8562 BETWEEN 8:30-4:00 MONDAY, WEDNSDAY, THURSDAY & FRIDAY AND TUESDAY 8:00-3:30.

Supervisor Protests Abusive MTA Taxes

Supervisor Wagner participated in a press conference called by local Assembly members on May 21 2009 to call for a forensic audit of the MTA. The press conference was held in the shadow of the Poughkeepsie train station at 3 PM.

Assemblymen Molinaro and Ball called for a forensic audit of the Metropolitan Transit Authority. Supervisor Wagner, acting in his capacity as the President of the Dutchess County Supervisor’s and Mayors Association (DCSMA) as well as your Supervisor, described the frustration felt by all of the County’s Supervisors and Mayors due to this sixth MTA tax affecting all of our taxpayers.

Supervisor Wagner remarked to the assemble press, that municipal budgets will be adversly impacted due to this tax and the additional new taxes and fees coming out of Albany.

LaGrange taxpayers should be aware that the combined impact of the new MTA tax, new surcharges on medical insurance premiums, and new surcharges to insure our vehicles, amounts to around $40,000.00 in unanticipated expense.

Supervisor Wagner will continue to represent LaGrange taxpayers by protesting these outrageous costs being passed on to you without due representation. He has called for a meeting with all federal elected officials representing districts in Dutchess County. The bi-partisan DCSMA has vowed to join our local State Elected Officials in not allowing this abuse to go on without continued demands for it to end.

Dog Park Opens- Ribbon Cutting Saturday May 23rd

Several months ago LaGrange resident and taxpayer Wendy Greenfield approached the Town Board with a new idea- A dog park! The Board members listened to Wendy’s well thought out plan for an off-leash area to be enjoyed as a recreational option by residents with dogs. The Board to be honest , was skeptical at first, but Wendy’s passion for the concept encouraged the Board to explore the idea further.

Wendy was challenged by the Board to gain support for her idea, She presented her plans to the Town Recreation Advisory Committee and gained their support. Plenty of supportive signatures were obtained by Wendy on petitions, and Wendy gained financial donations toward the facility.

Several sites were explored to house the off leash area, and public comments were sought out at Town Board meetings. There were certainly some folks who were against the park in any form. Their comments expressed dislike for creating a park just for dogs.The concept, however provides a recreation facility for taxpayers who own dogs, not just the dogs alone. Supporters in addition to the petition signers turned out as well. One potential site explored was the grassy area adjacent to the transfer station on Stringham Road. Some area residents were concerned about noise from the park, which would have been close to numerous residential complexes.

Wendy Greenfield was consistent in her work toward seeing her idea become a reality. During the review of plans for an additional football field at Overlook Park, Supervisor Wagner and Recreation Director Peter Huff discussed the possibility of locating the off leash area on an island within a pond at the rear of Overlook Park. The island was about an acre in area, and appeared to be a perfect site.

Locating the park within Overlook Park solved the problem of keeping it away from residential areas. A secondary benefit will be the added traffic of positve users to the park. History proves that a Park facility that is used often by lots of people has much fewer problems with trespass and vandalism than one that remains idle.

Wendy Greenfield committed several thousand of donated dollars to the project and offset the cost of fencing, signage and future benches. This model is consistent the public/private recreation models used in LaGrange to support Football,baseball,soccer and Lacrosse.

Our dedicated Parks Department employees installed the fencing, and as soon as it went up word spread and  the park has already had scores of dog owners enjoying it. (One resident who was originally negative toward the idea has enjoyed the park with his dog, and told Peter Huff he is now a supporter.)

On Saturday May 23rd, at 10:00 AM, there will be a ribbon cutting at the Park. Supervisor Wagner will honor Wendy Greefield that morning. Several related organizations have been invited to the event including Guiding Eyes for the Blind, The Dutchess County Sheriff’s K9 unit, tand he ASPCA.

Supervisor’s Report

   Regulating the use of windmills(wind powered electrical generators) on residential and commercial properties
    Locating new cell towers in non-residential areas
    Allowing  use of a drive through in Town Center with a permit

Community Development Block Grant

The Town Board will consider a resolution to participate in the next round of the Community Development Block Grant. This is the funding through which the town received funding for handicapped accessable projects such as the Freedom Park bathrooms and the Town Hall sidewalks.

 

Discussion: Sign Ordinance
• The Town Board has been considering changes to the town’s sign ordinance designed to correct errors and limit the need for business owners to seek variances for signage.
o An updated version of the law will be introduced, as will a document outlining the legislative intent behind the law.
o The public will have an opportunity to comment on those changes during the public hearing on June 10, 2009.

     o Each year the LaGrange Sunrise Rotary organizes the annual “Trash Bash”. This is a volunteer effort to clean up the  town’s roads from a season’s worth of liter. Numerous citizen volunteers participate and pick up hundreds of bags full of garbage carelessly thrown on the sides of the roads. The Town Board will publicly thank the Sunrise Rotary for the effort.
o Proclamation resolution regarding “Trash Bash”.
